World Cup 2026 Introduces 10‑Second Substitution Rule and Penalty

A new timing rule has been added to the 2026 World Cup substitution protocol. If a player fails to leave the field within 10 seconds, the substitution is cancelled while the player slated to be replaced must still exit.

The team may then make a single change only after the next one‑minute stoppage. Exceptions apply for injuries and safety concerns.

When multiple substitutions occur simultaneously, every outgoing player must vacate the pitch within the 10‑second window. The amendment aims to limit tactical abuse and preserve the flow of the match.
